40%裝配式建筑,明確十項重點任務!《河南省碳達峰實施方案》印發

河南省人民政府近日印發《河南省碳達峰實施方案》,其中提出,推廣綠色建造方式,加快推進新型建筑工業化發展,大力發展裝配式混凝土建筑和鋼結構建筑,推動裝配化裝修,落實年度建設用地供應面積中裝配式建筑建設面積比例。到2025年,全省新開工裝配式建筑面積占新建建筑面積比例力爭達到40%。促進綠色建材應用,不斷提高綠色建材應用比例。樹立建筑全壽命周期理念,推行建筑綠色規劃、綠色設計、綠色施工、綠色運營、綠色維護、綠色拆除全過程管理制度,杜絕大拆大建。建設(she)綠色(se)城鎮、綠色(se)社區。

方案中提出,持續提升綠色建筑比例,大型公(gong)共(gong)(gong)建(jian)筑和國(guo)家機關辦公(gong)建(jian)筑、國(guo)有資金(jin)參與投資建(jian)設(she)的其他公(gong)共(gong)(gong)建(jian)筑按照一星級以上(shang)綠色(se)建(jian)筑標準(zhun)進(jin)行建(jian)設(she)。開展超低能耗建筑示范,推動超低能耗建筑、低碳建筑規模化發展。深入推進居住建筑和公共建筑節能節水改造與功能提升,推動老舊供熱管網等市政基礎設施節能降碳改造。探索既有建(jian)(jian)筑(zhu)節(jie)能改造市場化模(mo)式,推進公共建(jian)(jian)筑(zhu)能效提升試點城市建(jian)(jian)設。提升城鎮建筑和基礎設施運行管理智能化水平,加快推廣供熱計量收費和合同能源管理,逐步開展公共建筑能耗限額管理。到2025年,城鎮新(xin)建(jian)建(jian)筑(zhu)100%執(zhi)行(xing)綠(lv)色建(jian)筑(zhu)標(biao)準(zhun);到2030年,全省新(xin)建(jian)建(jian)筑(zhu)嚴(yan)格執(zhi)行(xing)建(jian)筑(zhu)節能設計標(biao)準(zhun)。

方案中還提出,鼓勵在建(jian)(jian)筑(zhu)領域規模(mo)化(hua)應用(yong)可再生能(neng)源(yuan),提(ti)(ti)高(gao)太陽(yang)能(neng)、風能(neng)、地(di)熱(re)能(neng)、生物(wu)質能(neng)等(deng)可再生能(neng)源(yuan)綜合利用(yong)水平(ping)。可再生能(neng)源(yuan)利用(yong)設(she)(she)(she)施(shi)與建(jian)(jian)筑(zhu)主體工(gong)程同步設(she)(she)(she)計、同步施(shi)工(gong)、同步驗收。開展建(jian)(jian)筑(zhu)屋頂(ding)光伏(fu)行(xing)動(dong),充分利用(yong)既有建(jian)(jian)筑(zhu)屋頂(ding)資(zi)源(yuan)建(jian)(jian)設(she)(she)(she)光伏(fu)發電(dian)(dian)設(she)(she)(she)施(shi),鼓勵工(gong)業廠房屋頂(ding)建(jian)(jian)設(she)(she)(she)光伏(fu)發電(dian)(dian)設(she)(she)(she)施(shi),大幅提(ti)(ti)高(gao)建(jian)(jian)筑(zhu)采暖、生活熱(re)水、炊事(shi)等(deng)電(dian)(dian)氣(qi)化(hua)普及率(lv)。推進熱(re)電(dian)(dian)聯產集中供暖,加快推動(dong)工(gong)業余熱(re)供暖規模(mo)化(hua)發展,因地(di)制(zhi)宜推行(xing)熱(re)泵、生物(wu)質能(neng)、地(di)熱(re)能(neng)等(deng)清潔低碳供暖。提(ti)(ti)高(gao)建(jian)(jian)筑(zhu)終端電(dian)(dian)氣(qi)化(hua)水平(ping),建(jian)(jian)設(she)(she)(she)集光伏(fu)發電(dian)(dian)、儲能(neng)、直流(liu)配電(dian)(dian)、柔性用(yong)電(dian)(dian)于一體的"光儲直柔”建(jian)(jian)筑(zhu)。到2025年,城鎮建筑(zhu)(zhu)可再生能源替代率達到8%,新(xin)(xin)建公共機構(gou)建筑(zhu)(zhu)、新(xin)(xin)建廠(chang)房屋頂(ding)光伏覆蓋率力(li)爭達到50%。

(qi)(qi)業按照環(huan)境信(xin)息依法披露要求,定期公布企(qi)(qi)業碳(tan)排(pai)放(fang)信(xin)息。充(chong)分發(fa)揮(hui)行(xing)業協(xie)會、產業聯盟等社(she)會團(tuan)體作用(yong),督促引導(dao)企(qi)(qi)業自(zi)覺履行(xing)社(she)會責(ze)任。5.強化領(ling)導(dao)干(gan)部培訓。將學(xue)習貫徹習近平生態(tai)文(wen)明思想作為干(gan)部教育(yu)培訓的重(zhong)要內容,各(ge)級黨校(行政(zheng)學(xue)院)要把碳(tan)達峰、碳(tan)中和相(xiang)關(guan)(guan)內容列入教學(xue)計劃,分階(jie)段、分層次對各(ge)級領(ling)導(dao)干(gan)部開展(zhan)培訓,普(pu)及(ji)科(ke)學(xue)知識(shi),宣講政(zheng)策要點(dian),強化法治(zhi)意識(shi),深化各(ge)級領(ling)導(dao)干(gan)部對碳(tan)達峰、碳(tan)中和工作重(zhong)要性(xing)、緊迫(po)性(xing)、科(ke)學(xue)性(xing)、系統性(xing)的認識(shi)。從(cong)事綠色(se)(se)低(di)碳(tan)發展(zhan)相(xiang)關(guan)(guan)工作的領(ling)導(dao)干(gan)部要盡(jin)快(kuai)提升專(zhuan)業素養(yang)和業務能力(li),切實增強推動(dong)綠色(se)(se)低(di)碳(tan)發展(zhan)的本領(ling)。四、政策保障(一)健全法規標準及統計體系。構建有利于綠色低碳發展的地方法規體系,全面清理現行法規規章中與碳達峰、碳中和工作不相適應的內容。在國家標準框架內制定出臺一批節能低碳地方標準,按照國家部署支持相關機構積極參與國際和國家能效、低碳標準制定修訂。按照國家統一規范的碳排放統計核算體系有關要求,加強碳排放統計監測能力建設,健全建筑、交通、公共機構等重點領域及煤炭、化工、建材、鋼鐵、有色金屬、電力等重點耗能行業的能耗統計監測制度,提升信息化監測水平。(二(er))完善綠色低碳政策體系。強(qiang)化(hua)財(cai)政(zheng)(zheng)支(zhi)持(chi)(chi)碳(tan)(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)相關資(zi)(zi)金(jin)(jin)(jin)政(zheng)(zheng)策(ce),加大(da)(da)財(cai)政(zheng)(zheng)資(zi)(zi)金(jin)(jin)(jin)統籌力(li)(li)(li)度(du)(du),積極(ji)盤活(huo)存量(liang)資(zi)(zi)金(jin)(jin)(jin),逐步加大(da)(da)對碳(tan)(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)重大(da)(da)行(xing)動(dong)、重大(da)(da)示范、重大(da)(da)工程的(de)支(zhi)持(chi)(chi)力(li)(li)(li)度(du)(du)。嚴(yan)(yan)格落實綠(lv)色(se)(se)(se)采(cai)購(gou)制(zhi)度(du)(du),提高(gao)政(zheng)(zheng)府(fu)(fu)綠(lv)色(se)(se)(se)采(cai)購(gou)力(li)(li)(li)度(du)(du)。落實支(zhi)持(chi)(chi)碳(tan)(tan)(tan)達峰(feng)(feng)、碳(tan)(tan)(tan)中(zhong)(zhong)和(he)稅收(shou)政(zheng)(zheng)策(ce),落實節能(neng)(neng)節水(shui)、資(zi)(zi)源(yuan)(yuan)循環利(li)用等(deng)(deng)(deng)領(ling)域(yu)稅收(shou)優惠政(zheng)(zheng)策(ce),按規定(ding)對企業(ye)開展綠(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)領(ling)域(yu)基(ji)(ji)(ji)礎研究給予稅收(shou)優惠。完(wan)善差(cha)別化(hua)電(dian)(dian)價、分(fen)時電(dian)(dian)價政(zheng)(zheng)策(ce)和(he)居民階(jie)梯(ti)電(dian)(dian)價制(zhi)度(du)(du),探索(suo)(suo)建(jian)立(li)分(fen)時電(dian)(dian)價動(dong)態調整機制(zhi)。嚴(yan)(yan)禁對高(gao)耗能(neng)(neng)、高(gao)排(pai)放、資(zi)(zi)源(yuan)(yuan)型(xing)行(xing)業(ye)實施電(dian)(dian)價優惠。加快(kuai)推(tui)進供熱計量(liang)改革和(he)按供熱量(liang)收(shou)費(fei)。完(wan)善綠(lv)色(se)(se)(se)金(jin)(jin)(jin)融體系,大(da)(da)力(li)(li)(li)發展綠(lv)色(se)(se)(se)信(xin)貸、綠(lv)色(se)(se)(se)股權(quan)、綠(lv)色(se)(se)(se)債券(quan)、綠(lv)色(se)(se)(se)保(bao)險(xian)、綠(lv)色(se)(se)(se)基(ji)(ji)(ji)金(jin)(jin)(jin)等(deng)(deng)(deng)金(jin)(jin)(jin)融工具,完(wan)善綠(lv)色(se)(se)(se)金(jin)(jin)(jin)融評價體系,引導(dao)(dao)金(jin)(jin)(jin)融機構為綠(lv)色(se)(se)(se)低(di)碳(tan)(tan)(tan)項(xiang)目(mu)(mu)提供長期限(xian)、低(di)成本資(zi)(zi)金(jin)(jin)(jin)。推(tui)動(dong)建(jian)立(li)碳(tan)(tan)(tan)排(pai)放投(tou)融資(zi)(zi)統計監(jian)測平臺(tai),探索(suo)(suo)制(zhi)定(ding)企業(ye)碳(tan)(tan)(tan)排(pai)放績效(xiao)評價標準(zhun),嚴(yan)(yan)控煤電(dian)(dian)、鋼鐵、電(dian)(dian)解(jie)鋁、水(shui)泥、石化(hua)等(deng)(deng)(deng)高(gao)碳(tan)(tan)(tan)項(xiang)目(mu)(mu)投(tou)資(zi)(zi),支(zhi)持(chi)(chi)高(gao)碳(tan)(tan)(tan)項(xiang)目(mu)(mu)節能(neng)(neng)改造和(he)能(neng)(neng)效(xiao)提升。發揮新(xin)興產業(ye)投(tou)資(zi)(zi)引導(dao)(dao)基(ji)(ji)(ji)金(jin)(jin)(jin)、創業(ye)投(tou)資(zi)(zi)引導(dao)(dao)基(ji)(ji)(ji)金(jin)(jin)(jin)、河南省綠(lv)色(se)(se)(se)發展基(ji)(ji)(ji)金(jin)(jin)(jin)等(deng)(deng)(deng)政(zheng)(zheng)府(fu)(fu)投(tou)資(zi)(zi)基(ji)(ji)(ji)金(jin)(jin)(jin)的(de)引導(dao)(dao)作用,撬動(dong)更多(duo)社會資(zi)(zi)金(jin)(jin)(jin)投(tou)入節能(neng)(neng)環保(bao)、新(xin)能(neng)(neng)源(yuan)(yuan)、碳(tan)(tan)(tan)捕(bu)集封存利(li)用等(deng)(deng)(deng)綠(lv)色(se)(se)(se)產業(ye)。加大(da)(da)可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)發展支(zhi)持(chi)(chi)力(li)(li)(li)度(du)(du),有效(xiao)破解(jie)項(xiang)目(mu)(mu)建(jian)設(she)中(zhong)(zhong)的(de)土地供應、城鄉建(jian)設(she)、環境(jing)保(bao)護、電(dian)(dian)網適應性等(deng)(deng)(deng)瓶頸制(zhi)約,完(wan)善可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)消納保(bao)障機制(zhi),出臺(tai)促進可(ke)再生(sheng)能(neng)(neng)源(yuan)(yuan)發展的(de)空(kong)間要素、財(cai)政(zheng)(zheng)金(jin)(jin)(jin)融等(deng)(deng)(deng)保(bao)障性措施。推(tui)廣節能(neng)(neng)環保(bao)服(fu)務政(zheng)(zheng)府(fu)(fu)采(cai)購(gou),強(qiang)化(hua)節能(neng)(neng)環保(bao)產品政(zheng)(zheng)府(fu)(fu)強(qiang)制(zhi)采(cai)購(gou)和(he)優先采(cai)購(gou)制(zhi)度(du)(du)執行(xing)。(三(san))建(jian)立健全市場化機(ji)制。組織(zhi)省內電(dian)力企業積極參與(yu)全國碳(tan)排放權交易(yi),加強(qiang)企業碳(tan)核查,做好排放配(pei)(pei)額分配(pei)(pei)、自愿交易(yi)、配(pei)(pei)套服(fu)務(wu)等工作(zuo)。修訂用(yong)能(neng)(neng)權有償使用(yong)和(he)交易(yi)試(shi)點實施方案,完善用(yong)能(neng)(neng)權配(pei)(pei)額分配(pei)(pei)辦(ban)法,推動(dong)用(yong)能(neng)(neng)權交易(yi)擴(kuo)圍,優化能(neng)(neng)源資(zi)(zi)源配(pei)(pei)置(zhi)。積極推行(xing)合同能(neng)(neng)源管(guan)理,推廣節能(neng)(neng)咨詢、診斷(duan)、設(she)計、融資(zi)(zi)、改造、托(tuo)管(guan)等"一站式”綜合服(fu)務(wu)模式。五、組織實施(一)加強組織領導。加強黨對(dui)(dui)碳(tan)達(da)峰(feng)、碳(tan)中(zhong)(zhong)和(he)工(gong)作(zuo)的領(ling)導,省碳(tan)達(da)峰(feng)碳(tan)中(zhong)(zhong)和(he)工(gong)作(zuo)領(ling)導小(xiao)組(zu)要(yao)加強整(zheng)體部署和(he)系統推進(jin)(jin),研究重大(da)問(wen)題、組(zu)織重大(da)工(gong)程、發布(bu)重要(yao)數據;領(ling)導小(xiao)組(zu)成員單(dan)位要(yao)加強配合,扎實推進(jin)(jin)相(xiang)關工(gong)作(zuo);領(ling)導小(xiao)組(zu)辦(ban)公(gong)室要(yao)加強統籌協調,定期對(dui)(dui)各(ge)地(di)和(he)重點(dian)領(ling)域、重點(dian)行業工(gong)作(zuo)進(jin)(jin)展(zhan)情況進(jin)(jin)行調度,加強跟蹤(zong)評估和(he)督促檢查,確保各(ge)項任務(wu)落實落細。(二)強化責任落實。各地各部門要深刻認識碳達峰、碳中和工作的重要性、緊迫性、復雜性,切實扛起責任,按照本實施方案確定的主要目標和重點任務,著力抓好各項任務落實,確保政策到位、措施到位、成效到位。工作落實情況納入省委生態環境保護督察。(三)嚴格監督考核。落實(shi)國(guo)(guo)家碳(tan)達峰碳(tan)中和(he)綜(zong)合評價考(kao)核(he)(he)制(zhi)(zhi)度,建(jian)立(li)碳(tan)達峰碳(tan)中和(he)工(gong)作(zuo)專項(xiang)考(kao)核(he)(he)機(ji)制(zhi)(zhi),對能(neng)源消(xiao)費和(he)碳(tan)排放指標實(shi)行(xing)協同(tong)(tong)管理、協同(tong)(tong)分解、協同(tong)(tong)考(kao)核(he)(he)。加強考(kao)核(he)(he)結果應用,按照國(guo)(guo)家和(he)省(sheng)有關規(gui)(gui)定對碳(tan)達峰工(gong)作(zuo)成(cheng)效突出的單位和(he)個人給予表(biao)彰(zhang)獎(jiang)勵,對未完成(cheng)目(mu)標任務的地方、部(bu)門依(yi)(yi)規(gui)(gui)依(yi)(yi)紀依(yi)(yi)法(fa)進行(xing)通報(bao)批評和(he)約談問(wen)責(ze)。各地各有關部(bu)門貫徹(che)落實(shi)情況每年向省(sheng)委和(he)省(sheng)政府(fu)報(bao)告。
